Overseas Educational Credentials Authentication: How to Apply for Online Degree Authentication? (Updated in September 2022)

 

Why do international students need to authenticate their educational credentials upon returning to their home country?

 

In China, only foreign educational credentials that have been authenticated by the Ministry of Education are recognized as valid. This means that if you completed your undergraduate or master's studies abroad after graduating from high school in China, and you plan to return to China for employment or residency purposes, your highest educational credential in China will still be your high school diploma if your foreign credentials have not been authenticated by the Ministry of Education.

 

The new degree authentication certificates will only be available in electronic format. Before late May 2019, physical certificates were issued, but since then, all certificates are in electronic form. The authentication number format has also changed to a 12-digit number. Starting from June 28, 2019, the Ministry of Education launched a trial operation of the latest online system for foreign educational credentials authentication. Unlike before, they no longer provide physical copies of authentication results. The authentication fee to be paid online has also been reduced from the previous 385 yuan to 360 yuan per copy. This means that if you apply for undergraduate degree authentication, you need to pay 360 yuan per copy, and for master's degree authentication, the fee is also 360 yuan per copy. Please note that the fee is subject to change, so refer to the official website for the most accurate information.

 

Reminder: The authentication fee will not be refunded if the application is rejected due to the submission of false information or materials.

 

Important Reminder: I have personally gone through the degree authentication process twice, for undergraduate and master's degrees. The process was very fast, taking about three days for successful completion. Currently, degree authentication can only be done online, without the need to visit verification agencies or submit physical documents. Therefore, in general, there is no need to seek assistance from agencies or intermediaries for degree authentication. You can handle it yourself at a very low cost through the "Online Service Hall of the Ministry of Education's China Service Center for Scholarly Exchange" on the government's official website. The price is affordable, and the process is fast. This is the only official platform, and there are no other cooperating agencies or internal personnel offering assistance. There is also no option for expedited processing.

 

For my own degree authentication, from registration to receiving the successful authentication notification, it only took three days. On the first day, I registered and provided the required information. On the second day, I saw that it was being processed. On the third day, I received the notification of successful authentication.

 

If someone offers to handle your degree authentication on your behalf, it usually means they will submit the documents that you could have submitted yourself. Some students may not meet the authentication requirements, and in such cases, there are agencies claiming to have internal contacts who can assist, but they charge fees ranging from tens of thousands to hundreds of thousands of yuan. Most of these cases are scams, although there have been real instances in the past. However, they were exposed and dealt with severely. This included publicizing the names of students who had falsified their degree authentication on the official website, which negatively affected their credibility. Although the publicizing is not permanent and has a deadline, it is still possible to check the cases of students who engaged in fraudulent activities through the official website.

Due to previous irregularities and issues that made the news, the official authorities made adjustments later on. Now, all applications are submitted online, and the payment is also made online. The process is conducted in electronic format, making it convenient, transparent, and relatively simple. The prerequisite is that all documents must be genuine.

Because the current degree authentication process is quite simple, it involves filling out information, uploading documents, making the payment, and waiting. Of course, some students may need to contact their schools for additional proof, but it is also a straightforward process. However, if you still prefer to have someone handle your degree authentication or if you lack time and need assistance, you can approach me. I don't mind earning some extra money. If you happen to be extremely wealthy, I wouldn't mind charging a higher fee.

Ten Sheng Miao Reminder: Some diplomas and degrees obtained from foreign universities are not recognized in China and cannot be authenticated. This includes diplomas obtained from third-party countries. Third-party countries refer to situations where you, as a Chinese student, study in a country like New Zealand and graduate with a diploma from an Australian university. In such cases, only certain majors and university degrees are eligible for authentication by the Ministry of Education. Therefore, it is recommended that you confirm and consult extensively before studying abroad.

Some students ask Ten Sheng Miao, "I have multiple diplomas, including two undergraduate degrees, two master's degrees, and one doctoral degree. Can I authenticate all my degrees?"

Ten Sheng Miao replies, "Previously, it was not possible, but now it is. You need to submit separate authentication applications for each diploma under the same authentication account. Please do not upload multiple diploma certificates in a single application. For example, if you want to authenticate your undergraduate degree, upload the materials specifically for the undergraduate degree, and for the master's degree, upload the materials for the master's degree."

"I have a bachelor's, master's, and doctoral degree. Can I authenticate my doctoral degree first and then authenticate the bachelor's and master's degrees?"

Yes, it is possible. You can authenticate them separately, and there is no need to follow a specific order.

How to proceed with degree authentication?

(1) Check if your school is eligible for authentication. First, log in to the China Study Abroad website [http://yxcx.cscse.edu.cn/rzyxmd\] to see if your school abroad is eligible for authentication. Please note that this website and the list of eligible schools may change annually. Always refer to the official website for the most accurate information.

(3) Prepare the documents in advance. Follow the instructions on the corresponding page and click on "Application Materials" and then "Material Details." Once inside, prepare the corresponding document materials in advance (specific instructions will be provided for each item), including but not limited to:

  1. Diploma certificates or higher education diplomas obtained from      overseas (including border areas) that require authentication (referred to      as diploma certificates below). Upload the files in PDF format, not      exceeding 5MB.

  2. Passports (travel documents) and visas (endorsements) used      during the period of studying abroad. Upload the files in JPG format, with      each file not exceeding 1MB.

  3. One recent standard passport-sized photograph of yourself, with      no specific background color requirement. Upload the file in JPG format,      not exceeding 1MB.

  4. Diploma certificate verification authorization statement to be      filled out and signed as required by the China Academic Degrees and      Graduate Education Development Center. Upload the file in PDF format, not      exceeding 1MB.

  5. Other relevant materials, such as transcripts or research      proofs, etc.

(4) Apply online and upload the documents step by step. Follow the steps for "Online Application": first, "Register," then "Complete Identity Verification and Obtain Entry-Exit Records," next, "Fill in Application Information," then "Upload Application Materials," and finally, "Make Online Payment."

(5) Make the payment, check the progress, and wait for the results. After making the payment, you can patiently wait. If all the submitted documents are complete, the results are generally available within 3-5 days. However, the official website states that it may take 10-20 working days since each individual's circumstances may vary. You can check the progress at any time on the official website using the "Progress Inquiry" feature.

Reminder: After completing the online application, occasionally log in to the authentication system to check for any updates and keep your phone accessible. If any documents are missing, the official website will display a notification asking you to re-upload or submit the necessary materials as soon as possible. Reminder: Once all the submitted materials are complete, it usually takes around 10 to 20 days to receive the results. For faster cases, the authentication process can be completed within a week, while slower cases may take 1 to 2 months. Previously, only the highest degree was authenticated for those who obtained their undergraduate degree overseas. However, now it is possible to authenticate all degrees. What should I do if the major on the certification cannot correspond to the domestic academic discipline catalog? What should I do if the major on the certification does not meet the requirements for applying for civil service (or various exams)?

 

In the certification, we can provide a factual description of the applicant's major field based on the degree certificate. However, we do not certify its correspondence with the domestic academic discipline categories, major catalogs, or research directions. Due to the differences in educational systems between countries and regions, there are significant differences in academic disciplines, majors, or research directions offered by domestic and foreign institutions, making it impossible to establish direct correspondences. Regarding the issue of major field correspondence, it is recommended that employers, universities, or examination departments make further judgments based on their own needs and the applicant's professional assessment.

 

Can a UK Postgraduate Certificate be certified?

 

The UK's Postgraduate Certificate is not a degree certificate or a higher education diploma with degree status, so it is currently not within the scope of our certification.

 

Can academic qualifications be expedited?

 

As of September 2022, it is not possible to expedite the process. However, for high-level international students who are urgently needed (such as those specified in the overseas talent recruitment plans issued by provincial or ministerial-level units or those recruited by world-class universities or disciplines), a green channel for certification is available. If a Ph.D. degree holder meets the above conditions, they can upload relevant supporting documents during the certification application, which will speed up the process.

 

Can I only certify the highest diploma certificate?

 

Yes, that is possible. If a student has obtained multiple diploma certificates such as a bachelor's, master's, and doctoral degrees, they can apply for certification for all of them. However, each diploma certificate needs to be submitted separately through the same certification account, which requires more documentation and incurs separate fees. The current fee is around 360 CNY per certificate (please note that this price may change). Therefore, it is also possible to only certify the highest degree. For example, after obtaining a Ph.D., you can choose to only certify the Ph.D. diploma certificate, which will be considered as the highest education level in China and can be used for purposes such as household registration. However, there may be rare cases where some institutions require certification of both undergraduate and master's degrees.

 

Can a transcript be used instead of a diploma certificate for certification?

 

No, it cannot.

 

How long after graduation do I need to apply for academic qualifications? Is there a time limit?

 

There is no time limit, but it is recommended to apply as early as possible, unless you can keep all the documents intact for several years.

 

How long does it usually take to complete the certification of academic qualifications?

 

It depends on the circumstances. However, for the UK and Australia, if the materials are genuine, complete, and submitted at once, it usually takes three business days. 十升喵 has achieved certification success within three days.

 

Can I apply for academic qualifications if I have lost my degree certificate?

Some email servers may block system notification emails or emails containing certain keywords. Can I make changes after the certification application is successfully submitted?

After the certification application is submitted, applicants are not allowed to modify the application information and materials on their own. Please carefully check before submitting the application.

Important reminder: Regarding the certification of online courses for studying in the UK

Currently, some students who studied in the UK but chose to take online courses from their home country throughout the year are facing issues with certifying their qualifications. These students enrolled in 2020 and graduated in November 2021. They have already received their Master's degree certificate from the UK university through postal mail. However, their certification application in China was rejected due to not meeting the requirements for online courses. The reason for the rejection is that the student mistakenly selected "distance education" instead of "online" when choosing the course, and online education is not considered full-time online courses.

Once again, it is important to differentiate between online courses and distance education. If the school initially agreed to online courses but later required students to return to campus, they need to return to campus accordingly.

According to the "Evaluation Methods for the Certification and Assessment of Overseas Educational Qualifications and Degrees" published on January 1, 2018, certifications of overseas qualifications and degrees obtained through "cross-border distance education" are not within the scope of our certification. However, due to the impact of the COVID-19 pandemic, during this period, some international universities implemented online teaching. In such cases, the online courses taken by applicants will not affect the certification of their qualifications and degrees when applying for overseas certification. However, for other cases involving distance courses, the original standards for the certification of overseas qualifications and degrees still apply, and they cannot be certified. The Ministry of Education's Overseas Education Service Center states that online courses taken during the pandemic will not be considered as factors affecting the certification results. In the application for certification, applicants need to provide relevant supporting materials as evidence, including but not limited to: notifications, announcements, or emails regarding the switch to online courses (distinguishing between cross-border distance education and regular full-time programs).

Possible solutions to consider (not guaranteed to work, but some individuals have successfully appealed in China for online courses taken throughout the year; however, each person's situation is different, so these solutions can only serve as reference):

  1. If you took online courses in your home country due to the      pandemic and it was not distance education, you only need to provide the      CAS (Confirmation of Acceptance for Studies) as additional documentation.

  2. Request a letter of proof from your school stating that the      face-to-face teaching was switched to online courses due to the pandemic,      and it was full-time education rather than distance education.

  3. Submit relevant evidence that proves the online courses were      full-time and not distance education.

Answer: Since the outbreak of the pandemic, our center has prioritized the safety and health of overseas students. For students admitted by overseas institutions for face-to-face learning, due to the impact of the pandemic, they are forced to choose online learning for some or all of their courses. After meeting the degree awarding requirements of the overseas institutions, their degrees can be certified normally. However, some overseas institutions and intermediary agencies, driven by profit, have taken advantage of the situation to offer remote courses, lower admission standards, and expand enrollment, making false claims such as "guaranteed admission, graduation, and certification," which harms the interests of overseas students.   1. Can certificates obtained through online learning during the      pandemic be certified?

Answer: For students who were supposed to study through face-to-face instruction but, due to the pandemic, were allowed by their institutions to study online for some or all of their courses, the foreign diplomas and certificates they obtain are not affected during the certification process.

  1. Can cross-border distance learning degrees and diplomas be      certified?

Answer: Since our center began the certification and assessment of overseas degrees and qualifications, degrees, and diplomas obtained through non-face-to-face learning methods such as correspondence education, distance education, and online education are not within the scope of certification by our center. The statement in the "Supplementary Explanation (II) on the Certification of Academic Degrees and Qualifications for Overseas Students during the COVID-19 Pandemic" issued on March 24, 2022, that "cross-border distance learning degrees and diplomas are temporarily not within the scope of certification by our center" refers to cases where the courses offered by overseas institutions are originally designed as distance education, rather than situations where the institutions adjust face-to-face courses to online courses due to the pandemic.

However, in our recent practical work, the number of applications for certification using letters of degree awarding has significantly increased, which has caused various inconveniences. Firstly, the formats of letters of degree awarding from different countries and institutions are inconsistent, making it difficult to verify, severely affecting the efficiency of certification work. Secondly, there are often inconsistencies between the information in the letters of degree awarding and the finally issued certificates, resulting in a mismatch between the certification document and the degree certificate obtained by the applicant, which affects the employment and settlement of the applicants. Thirdly, some applicants apply for certification again after obtaining the official degree certificate, resulting in inconsistent certification results for the same individual and the same learning experience, causing difficulties for various sectors of society, especially the personnel departments of relevant institutions.

In order to maintain the seriousness of the certification work and protect the interests of applicants, our center has decided that starting from January 1, 2023, except for the official degrees of SpainAccording to the information provided in the "Supplementary Explanation (II) on the Certification of Academic Degrees and Qualifications for Overseas Students during the COVID-19 Pandemic" issued by the China Education Association for International Exchange, full-time face-to-face courses, including those temporarily switched to online teaching due to the pandemic, are certifiable. On the other hand, part-time distance-learning courses, such as online courses offered by overseas institutions, are not certifiable.

Therefore, in your application:

  1. BA (Hons) Business Management (Full Time) is certifiable.

  2. MA Marketing (Online) is not certifiable.
