So, what are the benefits of settling down, and why do many students want to settle in cities like Beijing and Shanghai? It's because having local household registration in these cities is required for activities like buying a house or participating in car license plate lotteries. Additionally, these cities have comprehensive supporting welfare facilities compared to other cities.
Regarding the official introduction to employment and settlement for overseas students:
Employment and Settlement: Authorized by the Ministry of Education, the China Scholarship Council (CSC), based on national study abroad policies and relevant policies and regulations formulated by local governments to promote and encourage study abroad students to return to China for work, provides employment registration and settlement services for study abroad returnees who meet the relevant requirements, following the employment management regulations for graduates of ordinary universities nationwide.
Basic requirements for employment and settlement of overseas students:
Overseas students who have obtained a college degree or above while studying abroad.
Overseas students who have already terminated their employment relationship with their original employer before going abroad.
Studied abroad for more than one year.
For those applying to settle in Beijing, they need to have obtained a master's degree or above (including a master's degree) while studying abroad, and submit the application materials within two years of returning to China after completing their studies.
Graduates of Sino-foreign cooperative education programs should refer to the process of obtaining the "Employment Registration Certificate for Graduates of Sino-Foreign Cooperative Education Programs."

For example, in order to settle in Shanghai, the foreign university you attended must be on the "Reference List of Overseas Graduates (Border) for Study Abroad Returnees" issued by the Shanghai Municipal Bureau of Foreign Experts Affairs. This means that only international students from universities on this reference list can apply for settlement. If you graduated from a foreign university that is not on this list, you will not be eligible for settlement.
For example, Coventry University in the UK was not on the reference list before, so all international students from that university were unable to settle in Shanghai. It was only in the updated list in 2019 that Coventry University was included. This means that international students graduating from Coventry University since 2019 who want to settle in Shanghai only need to continuously pay social security contributions based on not less than the average annual salary of Shanghai employees for the previous year at the same unit for six consecutive months, and pay social security and individual income tax based on the standard tax base. They can directly apply for Shanghai household registration.
Considerations for employment and settlement of overseas students:
Overseas students who are returning to work in Shanghai or Shenzhen do not need to go through the employment registration and settlement procedures at our center. Please consult the local Human Resources Bureau (Foreign Talent Office) for the requirements and relevant procedures.
Non-Beijing household registered overseas students returning to China and applying for settlement in Beijing should submit their application materials through their employing unit. Our center does not accept individual applications.
If you have studied abroad or participated in international exchange programs while maintaining your domestic student status, you must go through the employment and settlement procedures at your domestic institution after returning to China. Our center does not handle relevant procedures in such cases.
Beijing household registered overseas students returning to China should personally submit their application materials to our center for employment procedures in Beijing.
The employment registration certificate and settlement introduction letter can only be issued once. If they expire or are lost, the consequences will be borne by the individual. Overseas students are advised to make photocopies for their own records.
A fee of 100 yuan is charged for the employment and settlement services.
Overseas students who have already acquired foreign citizenship cannot apply for settlement or employment registration upon returning to China.

Establish a labor relationship with the employer. This involves finding a job, signing a labor contract for a minimum duration of 1 year, and contributing to social insurance.
Register with the Beijing employer. Generally, your files are stored at the last educational institution or employer you attended before going abroad or at the local talent exchange center. If you have been abroad for a long time, your household registration may have been canceled by the police station at your graduation school or the school's original location, or by the police station at your original place of household registration. If your household registration was canceled in Beijing before going abroad, you need to provide a copy (original for verification) of the household registration cancellation certificate issued by the police station at the place of cancellation. According to the relevant provisions of the Labor Law and the Labor Contract Law, the employing units must contribute to various social insurances for the employees they hire. In order to better protect the legitimate rights and interests of overseas returnees and employing units and avoid labor disputes, it is required to provide relevant proof of social insurance contributions.
The proof of social insurance contributions needs to be issued by the district-level social insurance center where the employing unit contributes to the social insurance. The proof of social insurance contributions should cover at least the most recent three months of social insurance contributions (including pension, medical, work-related injury, unemployment, etc.).
