公民大学协议

The five higher education institutions in Greater Manchester have signed a flagship agreement with Mayor Andy Burnham to drive social and economic transformation in the city region.

Last month, the presidents of the University of Manchester, the University of Bolton, Manchester Metropolitan University, the University of Salford, and the Royal Northern College of Music, along with ten local authority leaders in the city region, signed the Greater Manchester Civic University Agreement.

The agreement commits to taking collective action in the following six priority areas:

  1. Education and skills

  2. Reducing inequalities

  3. Employment and growth

  4. Digital economy

  5. Net-zero emissions

  6. Creative and cultural economy

These commitments were made following consultations with political and civic leaders and a vote among residents of Greater Manchester. The survey found that the important issues identified by city residents were economic growth and reducing unemployment, improving health and well-being, addressing the climate crisis, and enhancing the quality of employment.

The survey also highlighted that people in the city region recognize the role of universities in training professionals for public service roles, creating job opportunities, and providing access to higher education for young people from Greater Manchester and the surrounding areas in meeting these priorities.

The Greater Manchester Civic University Agreement is the largest and most ambitious partnership of its kind in the UK, covering two cities, eight administrative districts, and a population of 2.8 million. It outlines how we will work together to enhance our city through innovation, fulfill Manchester's ambitions in addressing climate change, and support educational pathways to quality employment opportunities.

Mayor of Greater Manchester, Andy Burnham, said that the signing of this agreement is a milestone for Greater Manchester. Under the guidance of this agreement, we can provide more pathways for citizens to access higher education and ensure that our city region becomes the best place for lifelong learning and further education.
